The Chief Minister's Nishchay Self Help Allowance Scheme has been launched by the Bihar government. Through this scheme, an amount of ₹ 1000 per month will be provided to the unemployed youth of 20 to 25 years in the form of financial assistance while looking for employment. This amount will be provided to the beneficiaries for 2 years. To get the benefit of this scheme, it is mandatory for the youth to get training in language communication and basic computer knowledge. The implementation of this scheme will be done by the Planning and Development Department.Apart from this, for the successful implementation of Mukhyamantri Nishchay Swayam Sahayata Bhata Yojana (MNSSBY), the State Government has also decided to set up a District Registration and Counseling Center in each district headquarters. The trial run of all these registration centers was started from September 2016 and the formal operation of these centers was started from October 2, 2016. Apart from this, the benefit of Student Credit Card Scheme and Skill Development Scheme will also be provided to the beneficiaries of this scheme.

Objectives of Chief Minister's Nishchay Self Help Allowance Scheme
- To help the unemployed youth who have passed class 12th in the age group of 20 to 25 years financially by providing the amount of self-help allowance during the search for employment.
- The amount of self-help allowance will be paid to the eligible applicant at the rate of Rs.1000 per month for a maximum period of two years.
Qualifications for getting the benefit of Chief Minister's Nishchay Self Help Allowance Scheme and Conditions:
- Those unemployed boys/girls who are in the age group of 20-25 years of Bihar state who are not studying and looking for employment and whose educational qualification is Inter (12th) passed from an institution recognized by the government located in the state but higher education If not received, the benefit of this scheme will be admissible.
- The applicant should be a permanent resident of the district of Bihar state where he is submitting the application in the district registration center.
- The applicant should not have received any kind of allowance/scholarship/student credit card/education loan or any kind of assistance from any other source.
- The applicant should not have received any kind of government or non-government employment (contract / permanent / temporary).
- Applicants should not be self-employed.
- The day the applicant will get permanent/temporary employment or self-employment, his eligibility for the allowance given under this scheme will cease from the day and accordingly the payment of allowance will be stopped as soon as information is received from him.

Benefits and features of Chief Minister's Self Help Allowance Scheme
- The Chief Minister's Self Help Allowance Scheme has been launched by the Bihar government.

Process of acceptance of application under Chief Minister's Self Help Allowance Scheme
- After submission of the application by the beneficiaries, the application will be scrutinized at the back office.
- After this the application will be sent online to the District Planning Officer.
- The application will be sent online by the District Planning Officer to the Project Management Unit constituted at the state level to send the amount to the account of the beneficiaries.
- The amount of benefit will be distributed in the account of the beneficiary only by the Project Management Unit.
- Apart from this, a copy of the application will be sent online on the portal of the Labor Resources Department for training of skilled youth.
- The education department will first check and verify the facts related to the educational institution, course etc. mentioned in the applications received for student credit card.
- The photocopies of all the necessary papers received along with the application will be kept with the records and the photocopy will be scanned and saved in the soft copy in the computer also.
- After verification, the application will be uploaded online on the portal.
- The action taken at each level will be intimated to the applicant through SMS, email, web portal etc.
